Racial tensions arise when a black lawyer runs for mayor of a racially divided town. Pretty much a black exploitation picture from that period spiced up by the presence of Wood who has a brief topless scene, and Caffaro who gets naked a lot and is subjected to being stripped and raped as was her custom in all her film roles.
